In the waning moments of his presidency, the outgoing leader makes the bold decision to fully pardon Joel Backman, a once-prominent Washington power broker who has spent the past six years in a federal prison. This pardon, steeped in controversy, is the result of immense pressure applied by the CIA. Backman is discreetly flown out of the country aboard a military cargo plane, provided with a new identity, and relocated to Italy. After he acclimates to his new life, the CIA plans to disclose his location to intelligence agencies in Israel, Russia, China, and Saudi Arabia. The agency will then step back to observe the unfolding events. The real question isn't whether Backman will survive, as his survival is improbable, but rather which of those entities will ultimately be responsible for his demise.
