The focus of this collective work is the interaction between the public sector and private enterprises, particularly through non-traditional forms of influence by the State Treasury or local government entities on businesses. These mechanisms include contracts, mediation, regulations, and the so-called "golden veto" of the State Treasury. The book also delves into the special private legal powers that supervisory and regulatory bodies hold over entities operating within the financial market. Through selected examples, notably in the fields of public procurement law, public-private partnership law, energy law, financial market law, copyright law, state aid law, and the law of state property transformations, the publication explores the nuances of these interactions. Each solution is analyzed meticulously, with a strong focus on the procedures and principles of accountability. Rafał Blicharz, a habilitated doctor of legal sciences and an associate professor at the University of Silesia in Katowice, leads this scholarly work. He is a graduate of the Faculty of Law and Administration at the University of Silesia and has completed English and European Law studies at Cambridge University, as well as Legal English courses at The American Academy of English. With numerous publications in economic law, Blicharz also collaborates with various law firms, serves as a mediator, and co-directs the School of Chinese Law and Culture and the School of American Law in Katowice.
